Designing a two-way intellectual capital model in Iran's government organizations

Abstract

Background and Purpose: Organizational ambidexterity refers to the ability to simultaneously explore and exploit. To achieve ambidextrous at the organization level, various resources and capabilities are needed, one of the most important of which is the existence of ambidextrous intellectual capital.


Research methodology: The current research was conducted in order to design the model of two-way intellectual capital in the road and urban development organization with the theme analysis approach of qualitative method. The statistical population included experts, policy makers, and high-level planners of the Ministry of Roads and Urban Development, who were selected as the sample size using the saturation principle and snowball sampling method. In order to collect data, semi-structured interviews were used. Data analysis was done using the qualitative data analysis method known as theme analysis from Max Kyuda software.


findings: the findings indicate that according to the views of the research participants, there are 4 main themes of human capital of exploration and exploitation, the theme of structural capital of exploration and exploitation, the theme of relational capital of exploration and exploitation, the theme of spiritual capital of exploration and exploitation with 10 categories. And 20 concepts have a role in the model of dual-purpose intellectual capital in government organizations


Conclusion: According to the obtained results, the road and city organization of Do Sotovan's intellectual capital model should pay special and structured attention to the themes of human capital, structural capital, relational capital, and spiritual capital.
